Civil Diplomacy

‘Civil diplomacy’ refers to the diplomatic approach in which non-state actors—such as individuals, civil society organisations, academic institutions, private sector representatives and other communities—play an active role in national and international relations with the aim of fostering cooperation, dialogue and understanding. Unlike traditional state diplomacy, civil diplomacy is conducted independently of official government actors and facilitates the direct participation of communities.

In a globalising world, civil diplomacy goes beyond inter-state relations to enable individuals and communities to contribute to diplomacy. This approach facilitates the development of more inclusive, creative and sustainable methods for resolving global issues. Furthermore, by overcoming official diplomatic barriers between states, it facilitates mutual understanding and cooperation among peoples.

Civil diplomacy is becoming increasingly widespread worldwide. For this reason, the CDBA has developed an educational programme under the titles of both ‘Civil Diplomat’ and ‘Local Government Diplomat’ in collaboration with the Academy of Civil Diplomacy.

The Civil Diplomacy Academy will be conducted online within the framework of the ‘Cooperation Protocol’ we have established with various universities and NGOs at the international level. The languages of instruction are Turkish and English.
